SPEAKER

The speaker presides at meetings of the council and maintains order during meetings. The role of the speaker is to thus ensure that councillors’ freedom of speech is protected, without insults or defamation and compliance with rules of debate management, and the meeting agenda. The speaker’s role is described by the legal acts: the Local Government: Municipal Structures Act 117 of 1998, Municipal Systems Act (Act 32 of 2000), SALGA Guidelines and CALM Systems of Delegations. The speaker ensures compliance in the council with the Code of Conduct.
